We support positive change across low- and middle-income countries. We undertake political economy analysis, strategic and policy work, and operational research. We lead programme designs, reviews, and evaluations. We advise programmes and organisations how to ‘think and work politically’.
We also run a flagship training course on political economy analysis.

Laure-Hélène Piron, TPP Director, and Aderito Soares, TPP Associate, assisted The Asia Foundation Timor-Leste Tourism Team update their political economy analysis in order to adjust their programme to the ongoing Covid-19 pandemic. The remote, facilitated process also further built the tourism team's capacity to think and work politically.
This project, commissioned by UNICEF and implemented by TPP and Mokoro, looked at the political economy of five Eastern Caribbean Area countries (Antigua and Barbuda, the British Virgin Islands, Grenada, St Kitts and Nevis and Trinidad and Tobago). It supported UNICEF to help these countries improve the analysis and evidence base for budget allocations to the social sector, in order to improve the circumstances of children.
The Policy Practice team produced a tax strategy for the African Union Commission as well as recommendations to FCDO for their engagement with the African Union on tax matters.
Alex Duncan, TPP Principal, managed a political economy analysis which identified factors affecting the development of the Berbera port and corridor in Somaliland and Ethiopia, and their contribution to inclusive development and stability. The study focused on dynamics within the immediate sub-region and also considered influences from the wider Red Sea area. It adopted a gender and conflict-sensitive approach, and was delivered through a combination of remote and field work.
In partnership with ODI, the Policy Practice ran two virtual training courses for over 100 UK Foreign, Commonwealth and Development Office staff on political economy analysis in action.
James Keeley and William Kingsmill undertook a review of Papua New Guinea (PNG) agriculture for the Australian government, providing options and recommendations for the next phase of support, based on PNG's policies and priorities and Australia’s desire to increase the strategic impact of its programme.
The Policy Practice facilitated a political economy analysis process for the Swiss Development Corporation (SDC) in the Horn of Africa (HoA), focused particularly on Somalia, southern/south-eastern Ethiopia, the arid and semi-arid lowlands of north-eastern Kenya and Djibouti. Simon Brook, TPP Principal and team leader, managed a complex process involving SDC teams in Kenya and Ethiopia, as well as TPP regional, sector and political economy experts.
Led by TPP Associate, Nisar Majid, the FCDO-funded Horn Research Facility (HRF) was a political economy analysis facility providing support for the delivery of embassy priorities on conflict, the political settlement and service delivery in Ethiopia. The expected outcome throughout the programme was to deepen the UK’s understanding of the political economy context in Ethiopia and to increase the effectiveness of HMG’s development programming and policy design. Outputs included analytical/research pieces, workshops, verbal briefings and presentations to FCDO-Ethiopia and the wider donor community.
Gareth Williams, TPP Director, facilitated a political economy analyses for the Support to the Jogorku Kenesh (parliament) project in Kyrgyzstan managed by Palladium.
