Wilfred Mwamba is a senior development leader with 24+ years of experience driving policy reform, institutional strengthening, and governance transformation across Africa, including Zambia, Nigeria, and the Democratic Republic of the Congo. He is a leading practitioner of “Thinking and Working Politically” approaches. He leads senior-level, multi-disciplinary teams and navigates complex political environments to deliver adaptive, locally led reforms that create lasting institutional change. 

Until May 2025, he was the Chief of Party of USAID’s Local Impact programme which supported Zambia’s decentralisation. Previously, he was a senior governance adviser at the UK Department for International Development where he designed and oversaw politically-informed public sector reform, decentralisation and democratic governance programmes.
