This paper examines its application in several countries through case studies of UK-funded projects and assesses IBP's effectiveness, highlighting successes and failures.

Gareth argues that it has proven effective, even in restrictive contexts, by enabling gradual reform at low cost. While scaling remains a challenge, IBP shows promise, requiring further research, collaboration, and a community of practice.
