Supporting integrated energy planning at the sub-nationa level - The Case of Kenya

Kenya's electricity access rates saw an impressive improvement from 15% in 2000 to 71% in 2020.  This was the highest annualized average change in access rates worldwide in the period 2010 and 2017.  Alongside this the 2010 Kenya Constitution has devolved powers for energy planning to it’s 47 counties.  Devolution provides an opportunity to develop more equitable and responsive plans but so far the effectiveness and quality of the county led energy planning process has varied widely.  This brief reflects on the planning and governance issues arising and was produced through Climate CCG and written by Murefu Barasa, EED Advisory, Sam Bickersteth TPP and CCG’s Research Manager Stephanie Hirmer.
