This report is a retrospective analysis of the implementation of political economy analyses (PEAs) that the United States Agency for International Development (USAID) solicited for development projects. 

Based on quantitative analysis of 226 USAID solicitations and nearly 50 interviewss, it explores:

  1. How often does PEA appear in requests for proposals (RFPs), and in what sectors and regions?
  2. Under what conditions does PEA appear in RFPs?3. How are PEAs executed?
  3. How are PEAs executed?
  4. How are PEAs used?
  5. What are the enabling conditions under which PEAs are more useful?
