Support to the preparation of the Mid Term Review of the Partnership to Engage, Reform and Learn, Nigeria

The Partnership to Engage, Reform and Learn (PERL) is a five-year governance programme, funded by the UK’s Department for International Development (DFID). The programme supports governments, citizens, and evidence-based advocacy to promote more accountable and capable government. Gareth Williams was contracted for the first half of 2019 to support the programme in preparing for its Mid Term Review in July 2019. The assignment included supporting the programme's monitoring, evaluation and learning systems to prepare for the review, preparing and analysing evidence on programme results in close collaboration with the project's delivery teams, testing and documenting the programme's theory of action and theory of change, drafting PERL's self assessment for the review and drafting the project's mid term report.
