Richard Holloway

Richard Holloway is an Associate of The Policy Practice with a background in both long term in-country development work, and development consulting work. Over the last twenty years he has had extensive experience in institution building in the civil society sector, building good relations between civil society and governments, identifying issues holding back good governance and social accountability. He has worked to resolve such issues with attention to building integrity and limiting corruption. He has also worked on the interface between business and civil society in the field of corporate social responsibility, and on the options for civil society organizations to become financially self-reliant. He worked as a Country program Manager for PACT, a US NGO which specializes in capacity development of the civil society sector, as the NGO and Anti-Corruption Adviser for the Partnership for Governance Reform in Indonesia, the Director of the Civil Society Programme of the Aga Khan Foundation, and the Coordinator of the World Bank’s Program for Accountability in Nepal, and as the Regional Social Accountability Adviser for VSO in Kenya, Uganda, and Tanzania. Most recently he has undertaken consultancies for donors and international NGOs. He has long term country experience in Ethiopia, Botswana, South Sudan, Eastern Caribbean, Bangladesh, Indonesia, Zambia, Malaysia, Timor Leste, Nepal, Kenya and Myanmar, and short term country experience in the South Pacific, Thailand, Philippines, Uganda, Tanzania, Mali, Pakistan, Tajikistan, Kyrgyzstan, Rwanda. He has authored publications on civil society institution building, CSO financial sustainability, social accountability, and corruption.
