TPP Principal William Kingsmill is working with Adam Smith International (ASI) as the Political Economy and Conflict Analysis (PECA) lead for the Uk Foreign, Commonwealth and Development Office (FCDO) Public Finance Resource Centre (PFRC). The PFRC is part of a wider UK Centre of Expertise in Public Finance, delivering flexible, high-quality technical assistance to developing countries in public finance, tax policy, and debt management.
As PECA Lead, William ensures all programme interventions are sensitive to political economy and conflict dynamics. He works work closely with ASI’s leadership and the Monitoring, Evaluation, Reporting and Learning (MERL) Advisor to integrate PECA insights across programme delivery. This includes guiding intervention design, embedding PECA criteria into procurements, and producing regular PECA-informed reporting.
PFRC support has targeted government institutions, FCDO Posts, and regional bodies, with interventions ranging from short-term to multi-year engagements. The aim is improved transparency, more equitable tax systems, stronger public financial management, and accountable public spending in ODA-eligible countries.
