Political Economy Analysis of Post-Midterm Dynamics in the Philippines

TPP Principal Wilfred Mwamba is supporting the British Embassy Manila to analyse how political alliances and power dynamics in the Philippines are evolving following the May 2025 midterm elections. 

This project builds on earlier Political Economy Analysis of the Philippines’ oligarchic system to map the networks of influence around key political and business actors, assess their power and interests, and explore how these shifting alliances affect prospects for reform. Through desk research, interviews, and facilitated workshops, Wilfred and team will co-develop with the Embassy an updated political analysis and engagement strategy.

The findings will help the Embassy refine its approach to advancing UK priorities—across growth, governance, human rights, climate and security—by identifying opportunities for influence, key actors to engage, and feasible entry points for policy dialogue.

The study was commissioned by the UK Foreign, Commonwealth & Development Office through the Westminster Foundation for Democracy-managed Politics and Governance Centre of Expertise.
