This draft political economy analysis was commissioned by USAID Nepal to answer two questions:

  • What are the incentives and constraints surrounding the sustainable and inclusive implementation of the Disaster Risk Reduction and Management (DRRM) Act?  How do these factors operate at the national versus the local level? 

  • Considering the history of donor assistance in Nepal, and its potential impact on incentives for Nepali ownership of disaster risk management efforts, how can USAID programs best support development of sustainable, locally-owned approaches in this area?
