Horn of Africa: Facilited Political Economy Analysis for Swiss Cooperation
TPP Director Laure-Hélène Piron and TPP Assocate Nisar Majid are facilitating a political economy analysis (PEA) process for the Swiss Development Cooperation (SDC) regional Horn of Africa programme. It will take place over 8 virtual workshops bringing together SDC staff based in Nairobi and Addis with SDC PEA lead Andreas Weber and SDC third party Horn of Africa monitoring project, the Kulmis Support Team. It will update the facilitated PEA undertaken in 2020-21 by SDC with TPP support which informed the current SDC regional programme.
The benefits of a facilitated process is that it draws out the existing knowledge and questions of SDC staff to deepen their understanding of the corridors and sectors in which SDC's new regional programme 2025-2029 will operate. It creates a safe space where, together with regional experts, SDC can make explicit the assumptions concerning the pathways through which change could occur towards the outcomes SDC wants to promote. The process should identify the SDC interventions which are most likely to be relevant and effective, and which need to be captured in the new Country Programme. In between the workshops, TPP Somali peoples and areas expert Nisar Majid will work with the Kulmis Support Team to undertake desk-based and field research to complete knowledge gaps and synthesise findings.
This facilitated PEA builds on the recent training provided by TPP to the Kulmis Support Team and SDC.
