External Evaluation of ENERGIA Phase 7
TPP Directors Neil McCulloch and Laure-Hélène Piron are evaluating ENERGIA, an international network championing women as change agents in the energy transition.
The evaluation has (i) accountability and (ii) learning&strategy development objectives. TPP will assess the performance of ENERGIA Phase 7, in line with its commitments to Sida, against ENERGIA's 4 outcome areas:
1. Women’s Economic Empowerment and Resilience: Enhancing women entrepreneurs’ participation in energy value chains and supporting their productive use of energy to foster income generation and business growth.
2. Enabling Energy Markets and Policy Environments: Advocating for gender-responsive and inclusive policies at global, national, and subnational levels.
3. Gender-Transformative Program Approaches: Promoting gender mainstreaming in energy and climate programs and institutional mechanisms.
4. Thought Leadership: Generating and disseminating knowledge, evidence, and best practices to influence discourse and drive systemic change.
The evaluation will also generate evidence and insights that will inform the design of ENERGIA Phase 8 (2026–2030), and enable ENERGIA to adapt to evolving external landscapes and development priorities.
The evaluation will include case studies in Senegal and Kenya and a political economy analysis review of ENERGIA's policy influencing approach and results. It will also synthesise findings from an impact assess of ENERGIA's women economic empowerment workstream and an internal organisational review undertaken by other organisations.
