USAID defines adaptive management as "an intentional approach to making decisions and adjustments in response to new information and changes in context".
This discussion note is organized around the phases of the Program Cycle (strategy, project and activity design and implementation; monitoring and evaluation; and learning and adapting). It explains adaptive management approaches as initial entry points associated with a specific phase of the Program Cycle. It concludes with sections on enabling conditions and a description of the skills and attributes of adaptive managers.
