This guide was prepared to provide USAID staff with practical knowledge to help partner countries determine an appropriate civil service reform strategy. It answers four basic questions about civil service reform:
- Why does civil service reform matter?
- Who are the actors in reform, and what are their roles?
- What are the principal orientations to reform, and what are the instruments used in reform implementation?
- How has reform been carried out, and what is the process of reform?
