Assessing the Political Economy of Low Cost Private Primary Education in Lagos

The report (in confidence to DFID) assesses the impact of the emerging ‘new’ politics of Lagos on the education system and the relative political importance of education. It assesses State Government attitudes towards the education system and in particular the private education market and explores what underpins these views (history, ideologies, incentives etc). The process included undertaking a stakeholder analysis to identify key institutional and individual players in Lagos in relation to the sector, and in particular private education. The report identifies the obstacles to reform and assesses the constraints preventing stakeholders from enacting change. It identifies current and potential drivers of change. The report identifies messages and approaches which can be used to influence key drivers of change and strategies for influencing Government.
