The process included undertaking a stakeholder analysis to identify key institutional and individual players in Lagos in relation to the sector, and in particular private education. The report identifies the obstacles to reform and assesses the constraints preventing stakeholders from enacting change. It identifies current and potential drivers of change. The report identifies messages and approaches which can be used to influence key drivers of change and strategies for influencing Government.
